ESPN Insider Brian Fremeau has listed college football's top five recruiting underachievers, and Florida State and Miami both made the cut.

Lofty preseason expectations have been routine in Tallahassee, and Florida State's perennially strong recruiting has been a big part of the justification. The Seminoles stumbled through a three-game stretch in the early part of 2011, but finished strong, and they'll be right at the top of the preseason rankings once again. Miami was supposed to be one of the flag bearers for the conference when it made the leap to the ACC, but the Hurricanes have been terribly inconsistent and have yet to qualify for a conference championship game berth. The wealth of raw talent in their home state has helped Miami out-recruit many of its conference mates, but the Hurricanes are no longer churning out NFL draft picks like they did a decade ago.
