The Cleveland Browns lived down to expectations: The ESPN.com Power Ranking voters thought they were the fifth-worst team in the league when the season started; they ended up the fifth-worst team.
In a quirk of the voting, the Browns finished one spot ahead of the Jacksonville Jaguars, who had the same 4-12 record as the Browns and won the teams' head-to-head meeting.
Cleveland’s finish at 28 makes it the eighth time since the rankings started in 2002 that the Browns have finished 27th or lower.
In the past six seasons, their average ranking has been 27th, which seems appropriate for a team that has fired four coaches since the 2008 season ended, and has lost 11 or more games in every one of those seasons.
