Summary: Monday night's matchup features two of the least-penalized teams in the NFL. As Bill Belichick said when speaking of the Panthers this week, "Well coached, not very many penalties, doing a good job protecting the ball, turning it over." The Panthers finished with just three penalties in last Sunday's impressive 10-9 win over the 49ers.
