Collins is a first-year player who spent last season with Miami and Cleveland. After getting cut by the Browns last September, he spent most of the season as part of the Dolphins' practice squad. After he was cut by Miami, the Steelers picked him up before waiving him Wednesday.
Before signing in the league last spring as an undrafted free agent, Collins played college ball in the Division III ranks at Mount Union.
His addition gives the Bengals another offseason body at their already deep receiver positions. The Bengals now have 11 receivers on the roster.
