Both players will not count against the 53-man roster, but they can't play for the first six weeks of the regular season. After Week 6, the players have three weeks to practice. If they don't, they can be released or placed on injured reserve.
Carter, the Cowboys' second-round pick, hasn't practiced since undergoing knee surgery in December, when he played for the University of North Carolina. Forbath has had a quad injury since the Cowboys signed him to the training camp roster.
After signing kicker Dave Rayner, the Cowboys currently have 80 players on the roster.
