ARLINGTON -- A 40-yard penalty on Eagles cornerback Sheldon Brown, defending Miles Austin on a deep pass set up the first score of the game.

Tony Romo completed a one-yard pass to tight end John Phillips to give the Cowboys a 7-0 lead with 14:15 to play in the first half. Phillips broke free from safety Quintin Mikell to get into the end zone and catch Romo's pass.
