IRVING, Texas – For the second straight week the Cowboys will have an officiating crew coming off a bye week with Rob Winter handling Sunday’s game at Carolina.
Last week, Mike Carey’s crew returned to work at Baltimore following a week off and the Cowboys had 13 accepted penalties.
Winter’s crew worked the Oct. 7 game between Chicago and Jacksonville and called 18 penalties for 129 yards. The visiting Bears had 12 penalties for 80 yards, while the Jaguars had six penalties for 49 yards. Of note, there were four special teams’ penalties and eight pre-snap penalties.
