RHP David Perez on Keith Law's sleeper list

ESPN.com's Keith Law came out with his prospect sleeper list last week, picking a player from each team in the minor leagues that could be under the radar. His comments on the Rangers:

David Perez hit 97 mph in instructional league and will show 94-95 on a regular basis. The Dominican right-hander is long and lean with a clean arm and repeatable delivery. His secondary stuff isn't there yet, but you can project at least average on the curve and change.
