Notes: Mike Maddux holds court, signings

SURPRISE, Ariz. -- Rangers pitching coach Mike Maddux held a brief session with the media on Thursday. He talked at length about Brandon Webb and you can read that here in case you missed it. Other items:
* Maddux believes Neftali Feliz has the raw secondary/off-speed stuff to be a top of the rotation starter, but not the consistency. He wouldn't handicap Feliz's chances, but said he'll be given the opportunity to show he can start in the spring. Maddux said the final decision will be based on team need.
* Maddux was impressed by Ryan Tucker (liked the way the ball came out of his hands), Michael Kirkman, Mason Tobin, Yoshinori Tateyama (good command), Arthur Rhodes and Darren Oliver (they didn't miss a glove) and Tommy Hunter (kept the ball down well today).
* The Rangers signed eight pre-arbitration players today: OF Engel Beltre ($414,000), OF Julio Borbon ($490,000), LHP Zach Phillips ($414,000), LHP Miguel De Los Santos ($414,000), LHP Michael Kirkman ($423,000), LHP Derek Holland ($431,810), RHP Neftali Feliz ($457,160) and RHP Mason Tobin ($414,000). That still leaves a group of players the club still have to sign, including Elvis Andrus, Tommy Hunter, Alexi Ogando, Matt Harrison, Mitch Moreland and Chris Davis.
