Practice report: Lacy watches again

GREEN BAY, Wis. -- We already know that the Green Bay Packers plan to start running back James Starks on Sunday at Cincinnati.
Coach Mike McCarthy announced that on Wednesday.
On Thursday, it was starting to look like Starks might have to carry most of the load, because rookie Eddie Lacy was a spectator for the second straight day after sustaining a concussion against the Washington Redskins on Sunday, when Starks rushed for 132 yards in relief.
With the bye week to follow Sunday’s game against the Bengals, the Packers might be inclined to hold out Lacy even if he passes the concussion tests.
They appear headed in the same direction with safety Morgan Burnett, who has missed the first two games because of a hamstring injury. Burnett did not practice on Thursday after participating in a limited fashion on Wednesday.
Tight end Jermichael Finley (toe) returned to practice on Thursday after sitting out on Wednesday.
