Goodell not turning cartwheels over celebrations

ST. PETERSBURG, Fla. -- Jovan Haye was turning cartwheels Sunday. Roger Goodell wasn't celebrating Tuesday.
The NFL commissioner defended the league's rules that limit on-field celebrations. Haye and the Bucs weren't very happy Sunday after Haye was flagged 15 yards for turning a cartwheel near the Tampa Bay sideline in a victory against Carolina. Tampa Bay coach Jon Gruden questioned if the league wanted players to have any fun after the Bucs were penalized after each of their three interceptions.
At Tuesday's NFL meeting, Goodell said the league is content with its rules regulating celebrations. Goodell also talked extensively about the suspension of Dallas cornerback Adam Jones.
In his session with the media, Goodell also addressed several other issues:
- He said the possibility of expanding the schedule to 20 games again was discussed, but no proposals are on the table and any change would not be made in time for the 2009 season. Goodell said the league will continue to study the impact of such a move and continue discussing it at future meetings.
- Goodell said one concern that's been brought up about increasing the number of regular-season games and decreasing the preseason is that the development of young quarterbacks might be hampered. Goodell said that NFL Europe didn't work out, but the league might consider some sort of developmental league at some point.
- Although the economy has forced some layoffs by the National Basketball Association, Goodell said he's hopeful some internal cost-cutting will prevent any layoffs by the league.
