The 49ers were among six teams to submit a waiver claim for Matt Roth, the 2005 second-round choice released by the Dolphins this week.
Roth, a 3-4 outside linebacker for Miami, landed in Cleveland because the Browns had a higher waiver priority based on their weaker record.
The Browns, Lions, 49ers, Jaguars, Vikings and Colts submitted claims on Roth.
An unusual injury situation might have precipitated Roth's ultimate departure from Miami.
