No fine for hit on Cards QB Max Hall

The hit Seattle Seahawks defensive end Chris Clemons put on Arizona Cardinals quarterback Max Hall while making a sack in Week 7 will not cost Clemons in the wallet.
Officials did not flag Clemons for what replays appeared to show as a helmet-to-helmet hit, but I thought a closer look at the play might produce a fine. The league took no action, however.
The play did not appear dirty. Clemons was making a hard-nosed play that likely never would have drawn scrutiny before the league began putting more emphasis on player safety. Hall suffered a concussion on the play, according to the team.
Do you think Clemons would have incurred a fine if a similar hit had left, say, Tom Brady or Peyton Manning with a head injury?
