What to expect: General manager Thomas Dimitroff repeatedly has used the phrase “fiscally responsible’’ when talking about the approach to free agency. In other words, the Falcons aren’t going to go on some wild spending spree. This organization prefers to build through the draft. But history has shown the Falcons aren’t afraid to make a strategic strike or two in free agency. They have a huge need at defensive end and that’s a tough spot to get guaranteed production from when you’ve got the No. 19 overall pick in the draft. The Falcons aren’t likely to target elite free-agent DE Julius Peppers, but you could see them make a move for another pass-rusher.

Carolina Panthers

Potential unrestricted free agents: DE Julius Peppers, WR Muhsin Muhammad, QB Josh McCown, QB A.J. Feeley.

What to expect: Owner Jerry Richardson is very concerned about the uncertain labor situation and that may keep him from spending big money in free agency. The Panthers avoided a $20 million hit by not placing the franchise tag on Peppers, but that doesn’t mean all of that money is going to be used in free agency. The Panthers traditionally are a team that builds through the draft and they didn’t sign a single UFA last year. But look for at least a few smaller moves because coach John Fox has to win this year and needs to improve this roster, especially on the defensive line, at wide receiver and perhaps at quarterback.

New Orleans Saints

What to expect: As a final-four team the Saints aren’t allowed to sign any unrestricted free agents unless they lose one of their own at a similar price tag. That’s likely to keep the Saints from being big players in free agency. But the good news is they don’t have a lot of dramatic needs. They will have to keep a protective eye on some of their restricted free agents, who may draw interest from other teams.

Tampa Bay Buccaneers

Potential unrestricted free agents: WR Antonio Bryant, DE Jimmy Wilkerson, S Will Allen, LB Angelo Crowell, S Jermaine Phillips.

What to expect: The Bucs haven’t spent a lot of money in free agency in recent years and they’ve been sending out signals this year won’t be much different. They’re focused on the 10 draft picks they hold. But the Bucs could pull a small surprise or two. They’ve got a restless fan base and more needs than those draft picks can handle. A couple of signings in free agency could energize the fan base and help the rebuilding process. The Bucs really need a No. 1 wide receiver and they’re not truly positioned to get that in the draft.

Baltimore Ravens

What to expect: The Ravens have a ton of quality free agents. It will be interesting because Baltimore is the only division team which has to abide by the "Final Eight Plan" for making the divisional playoffs. This will restrict Baltimore from making a lot of moves. Therefore, expect the team to keep most of its key restricted free agents while trying to explore the trade market. On the unrestricted side, the Ravens are negotiating with receiver Derrick Mason and are expected to keep him. But two players who could get some interest in the open market are defensive linemen Dwan Edwards and Justin Bannan. Baltimore likes both players but could lose at least one.

Cincinnati Bengals

What to expect: The Bengals have yet to announce their tenders, so this list could change by Thursday evening. But traditionally they are not big spenders in free agency and will stay true to that even with an uncapped year. Cincinnati could make one or two decent outside signings that may help the team. Finding a receiver would be the most likely target. The most interesting in-house name is offensive guard Bobbie Williams, who likely will test the market. Bengals defensive coordinator Mike Zimmer also would like to keep veteran Roy Williams and Tank Johnson. But the team hasn't made a major push for either player before they're let loose Friday.

Cleveland Browns

What to expect: Cleveland has the money to spend and the biggest talent deficit. So look for the Browns to attempt to make up ground in free agency. Major names like defensive end Julius Peppers and tailback Thomas Jones have been mentioned as possibilities for Cleveland, but that remains to be seen. Internally, the Browns should be interested in keeping Harrison and Vickers in their backfield. Jackson also has value. None of their unrestricted players are priorities for the team and will be allowed to hit free agency.

Pittsburgh Steelers

What to expect: The Steelers are pretty predictable. Pittsburgh intends to keep all of its restricted free agents, get a long-term deal complete with Reed, who has the franchise tag, and let nearly all of their unrestricted free agents test the market. The exception is Clark, who the Steelers targeted as a priority but has yet to reach a long-term extension before Friday's deadline. Negotiations have been ongoing and should go to the final hour to decide whether both sides can come to an agreement or allow Clark to test the market.

Dallas Cowboys

What to expect: Anything is possible with Jerry Jones in charge, and the Cowboys could make a big splash after an underwhelming offseason a year ago. But in terms of team needs and what is required to take the next step, Dallas really doesn’t need much. A big-time impact safety makes some sense and could make a very good defense great, but that might be a project for the draft in a trade-up scenario for someone like Earl Thomas. But Darren Sharper might pique their interest. They also need to get younger along the offensive line, particularly at tackle, but that seems like a draft-day project, too. Maybe Jones gets real aggressive in the wide receiver market, as Roy Williams certainly is not living up to his billing, but the Cowboys are still rather stacked with pass-catchers. All in all, this is a team that is sitting pretty and doesn’t have a prominent unrestricted free agent who is poised to leave.

New York Giants

What to expect: Big things could be in the works here, as there are already rumors swirling that New York could be a prime suitor for linebacker Karlos Dansby. An impact linebacker is certainly near the top of their wish list and Dansby fits the bill. Plus, he is extremely versatile. Getting faster on defense is a huge priority with new coordinator Perry Fewell stressing the ability to cover a lot of ground. However, Dansby isn’t really the thumper they need in the middle and is more of an outside linebacker for this system, although he would be great on passing downs. This is a group of decision-makers who might be starting to feel some heat, so do not rule out a big move or two.

Philadelphia Eagles

Potential restricted free agents: LB Akeem Jordan, P Saverio Rocca, WR Jason Avant, C Nick Cole, LB Omar Gaither, LB Chris Gocong, CB Ellis Hobbs, G Max Jean-Gilles, TE Alex Smith, FB Leonard Weaver.

What to expect: There are questions on the offensive line, but overall, the Eagles are in a prime situation to improve their defense, particularly up front and at safety. Remember, they have quarterbacks to dangle as trade bait and really do not have any unrestricted guys that they need to bring back. This is a possible landing spot for Julius Peppers and he would be terrific on the opposite side of Trent Cole, who is among the most underrated players in the game and could blow up with someone taking pass protection attention away from his side. Count on the Eagles being aggressive in the free-agent and/or trade market. It might just be enough to get them that ever elusive Lombardi trophy. Stranger things have happened.

Washington Redskins

What to expect: This is a difficult team to get a grasp on in terms of what they might do in free agency, but I think it is safe to say that ownership will not hold Mike Shanahan and company back from opening up the check book and signing (and even overpaying) players whom they desire. It would be wise for Washington to have an excellent idea of what they are going to do with the fourth overall draft pick in terms of going quarterback or offensive tackle before really devising a free-agency plan. Rebuilding the offensive line is a must and Shanahan needs lighter, quicker (and younger) linemen than are on the roster. A running back they can trust wouldn’t hurt either, although it looks as though Clinton Portis will return, which they may regret. But don’t forget, this is a team that -- unwisely in my opinion -- is switching to a 3-4 scheme, so inside linebacker help is required, as are defensive linemen who fit the new scheme. The Redskins have a long wish list, but also have the ownership to endorse big spending when free agency opens.

Chicago Bears

Potential unrestricted free agents: Linebacker Darrell McClover, defensive end Adewale Ogunleye, running back Adrian Peterson, linebacker Pisa Tinoisamoa.

Potential restricted free agents: Defensive end Mark Anderson, safety Josh Bullocks, safety Danieal Manning, linebacker Nick Roach, linebacker Jamar Williams.

What to expect: With no picks in the first or second round of next month's draft, the Bears are gearing up for a relatively major jump into free agency. They're expected to bid for defensive end Julius Peppers and possible safety Antrel Rolle and would also like to re-sign linebacker Pisa Tinoisamoa. Tight end Brandon Manumaleuna could also be a target. Manumaleuna played for new offensive coordinator Mike Martz in St. Louis.

Detroit Lions

Potential unrestricted free agents: Linebacker Vinny Ciurciu, offensive lineman Damion Cook, quarterback Daunte Culpepper, tight end Casey Fitzsimmons, linebacker Larry Foote, tight end Will Heller, cornerback Anthony Henry, cornerback Will James, offensive lineman Jon Jansen, safety Marquand Manuel, quarterback Patrick Ramsey.

Potential restricted free agents: Defensive end Copeland Bryan, offensive lineman Dylan Gandy, defensive lineman Jason Hunter, offensive lineman Daniel Loper, offensive lineman Manny Ramirez, safety Ko Simpson, linebacker Cody Spencer.

What to expect: The Lions aren't likely to be as active as they were last year, but general manager Martin Mayhew said over the winter that he could envision a five- or six-man free agent class. Running back, defensive end and defensive back are all positions they will investigate. They'll also need to find a backup quarterback, assuming Daunte Culpepper moves on.

Green Bay Packers

Potential unrestricted free agents: Offensive lineman Chad Clifton, running back Ahman Green, linebacker Aaron Kampman, offensive lineman Mark Tauscher.

Potential restricted free agents: Safety Atari Bigby, defensive back Will Blackmon, offensive lineman Daryn Colledge, safety Nick Collins, defensive end Johnny Jolly, running back John Kuhn, offensive lineman Jason Spitz, cornerback Tramon Williams.

Franchise player: Defensive tackle Ryan Pickett

What to expect: The Packers will have a demanding offseason filled with difficult decisions. To this point, they haven't re-signed either of their starting offensive tackles. They are clearly approaching injured linebacker Aaron Kampman with caution. And they have a long line of restricted free agents who would like long-term contracts, starting with Pro Bowl safety Nick Collins. The Packers have more than enough to keep them busy, but they haven't dabbled much in free agency in recent years, anyway.

Minnesota Vikings

Potential unrestricted free agents: Offensive lineman Artis Hicks, defensive tackle Jimmy Kennedy, cornerback Benny Sapp, running back Chester Taylor.

Potential restricted free agents: Offensive lineman Ryan Cook, defensive end Ray Edwards, defensive tackle Fred Evans, safety Eric Frampton, quarterback Tarvaris Jackson, fullback Naufahu Tahi.

What to expect: The Vikings are awaiting word from quarterback Brett Favre on the 2010 season, a decision that could impact their offseason plans. They would like tailback Chester Taylor back, but it's possible Taylor will at least test his value on the open market. As a Final Four team, the Vikings will be limited to signing players that have been released by other teams unless they lose one of their own unrestricted free agents first.

Houston Texans

What to expect: I don’t think the Texans will jump out and make any monumental moves. But by deciding not to tag Robinson they created another hole and saved themselves big dollars. With needs at corner, running back, free safety, interior offensive line and defensive tackle they may have more than they can address in one draft. That means they could jump out for one significant free agent – like they did last year with defensive lineman Antonio Smith -- and maybe another less expensive one or two.

Indianapolis Colts

What to expect: Brackett is priority one and the team has indicated a plan to pay him as an upper-echelon guy. The restricted list includes a lot of key guys who will remain big factors next year. Indy is not a team that looks to bring in many outsiders for big roles and it won’t start now. Bill Polian’s said the Colts will sit back and see how things unfold in the new capless landscape.

Jacksonville Jaguars

Potential unrestricted free agents: DE Reggie Hayward, G Kynan Forney.

What to expect: The Jaguars are draft-reliant, but will also shop for bargains in free agency, hoping to plug a couple holes with high-character guys with upside who fit what they are doing. As for a big splash, it’s unlikely based on their recent busts with big-name free agents like Jerry Porter and Drayton Florence and the direction they’ve moved since.

Tennessee Titans

Potential unrestricted free agents: DE Kyle Vanden Bosch, C Kevin Mawae, LB Keith Bulluck, TE Alge Crumpler, CB Nick Harper, CB Rod Hood, DE Jevon Kearse, S Kevin Kaesviharn.

What to expect: The Titans will undergo a youth movement, especially on defense where Vanden Bosch and Bulluck, who’s recovering from ACL repair, are going to be allowed to walk. Mawae been told his only chance to return is as a backup at a backup price. Brown, Scaife and Tulloch are important guys they’ll want to retain. Beyond that, expect mostly bargain shopping.

Buffalo Bills

Potential unrestricted free agents: DE Ryan Denney, LB Chris Draft, DB Todd Johnson, G Seth McKinney, WR Terrell Owens, WR Josh Reed, S Bryan Scott, G Kendall Simmons, LB Josh Stamer.

What to expect: The Bills are in a rebuilding mode and shouldn't be in too much of a hurry to sign their free agents. In fact, they took the unusual step of publicly announcing they wouldn't offer Owens, Reed or Denney contracts. The most attractive players are Incognito and Wilson. Most of the rest were bit players and injury replacements.

Miami Dolphins

Potential unrestricted free agents: NT Jason Ferguson, CB Nate Jones, QB Chad Pennington, OLB Jason Taylor.

Potential restricted free agents: RB Ronnie Brown, TE Anthony Fasano, OLB Quentin Moses.

What to expect: The Dolphins have a tough decision to make on Ferguson. He'll turn 36 during the 2010 season and is coming off a serious quadriceps injury. Without him, however, the Dolphins have a massive void in their 3-4 defense at a position that's difficult to replace. Pennington, Jones and Taylor all could be gone.

New England Patriots

Potential unrestricted free agents: OLB Tully Banta-Cain, CB Leigh Bodden, OLB Derrick Burgess, RB Kevin Faulk, DE Jarvis Green, P Chris Hanson, G Stephen Neal, ILB Junior Seau, TE Benjamin Watson.

What to expect: Several starters are about to go up for bids, and the Patriots can't keep them all. Expect Faulk to be re-signed without much fuss. Neal, Bodden and Banta-Cain comprise a group they'd have trouble replacing. All three could fetch offers the Patriots would rather not match. Don't count on Watson coming back.

New York Jets

What to expect: As a "final eight" team, the Jets have to window shop until one of their UFAs sign elsewhere. General manager Mike Tannenbaum is creative. Don't be surprised if the Jets use trades to upgrade. The key restricted free agent to monitor will be Washington, who received a second-round tender. His agent has been tweeting alarms the Pro Bowler could sign an offer sheet and dare the Jets to match.

Denver

What to expect: The Broncos’ restricted class is talented. That will be the focus. It has been reported that Marshall, Orton, Dumervil, Scheffler and Kuper will all get one-year tenders. Marshall very well could be traded. It wouldn’t be a shock if Dumervil gets some action on the restricted market. Miami could be interested.

Kansas City

What to expect: The Cardinals generally do not pursue marquee free agents from other teams. That trend figures to continue. The Cardinals have too many of their own free agents to re-sign for them to worry about chasing other teams' castoffs. We might see Arizona plug the roster with a few lower-tier free agents. They had success doing that last offseason, particularly with Becht at tight end. Dansby leads the list of 2009 starters expected to depart.

St. Louis Rams

What to expect: The Rams could be in the market for a veteran quarterback such as Chad Pennington. Beyond quarterback, coach Steve Spagnuolo said the Rams could use a little more seasoning in the form of veteran role players. The Rams will remain a young team, but they could add some experience. The team parted with players fitting that profile last offseason, but most had inflated salaries. The ones St. Louis adds this year figure to carry lower price tags in most cases. The Rams have said they want Little and Hall back. McMichael figures to be gone.

Seattle Seahawks

Franchise player: K Olindo Mare

What to expect: The Seahawks are a little difficult to figure. Their owner has the money to bankroll aggressive spending if Seattle chooses to go that route. Coach Pete Carroll surely realizes the team could use talent upgrades. The new general manager, John Schneider, comes from the Ted Thompson school of personnel. Thompson's aversion for free agency is well established, although Schneider has characterized himself as slightly more aggressive. The problem, of course, is finding good players on the market. Burleson will hit the market. He could return if the price is right. Carroll has said nice things about Redding, who should be affordable.

San Francisco 49ers

What to expect: The 49ers have largely turned their back on free agency now that they feel better about their roster. I would expect the team to lay low again when the signing period begins late Thursday night on the West Coast.
