Moats played his first four seasons for the Bills, and the 6-foot-2, 250-pounder started 12 games in 2013 and registered 48 tackles. The former sixth-round draft pics has position flexibility as he can play both inside and outside linebacker.
Moats also plays special teams.
Moats is only 26 year old and he could compete with Vince Williams for the starting job at left inside linebacker.

The meetings conclude Wednesday and the Steelers are scheduled to meet with free-agent running back LeGarrette Blount Friday in Pittsburgh.
