From what I've been told, West is making something like 7 million dollars a year or so for being the GM in Memphis. I think that makes him the highest paid GM in the NBA, and not by a small margin. The ownership can no longer justify that, especially when they are trying to sell the team, and if you've spoken with West lately (he actually is highly accessible) you will notice that the old age isn't exactly treating him that well. He has a terrible temper, is almost incoherent at times, and sticks on the stupidest little points that you would never believe--similar to Marty Blake. A lot of people tend to think that he's lost it, and that combined with his salary and less than stellar resume of moves since the 03 draft (Troy Bell+Dante Jones, giving Brian Cardinal that massive contract, etc), he's become pretty expendable for a team that is losing shit loads of money.
