Gardner, who sustained the injury to his left foot in Michigan's regular-season finale against Ohio State on Nov. 30, exited the team plane Monday afternoon on crutches and wearing a walking boot. He will not practice Monday.
"We're going into it that Shane will be the guy," Hoke said.
Gardner, who has 2,960 passing yards and 483 rushing yards this season, met with the team doctor last Friday.
Russell Bellomy, who missed the regular season with a knee injury, also has practiced this month after being cleared.
Michigan will be without starting kicker Brendan Gibbons, who didn't travel with the team because of a family issue in Florida. Punter Matt Wile will handle place-kicking duties in place of Gibbons, who also missed the Ohio State game and converted 15 of 20 field-goal attempts this season.
