Jerry Jones: Cap penalty had impact

IRVING, Texas -- Owner Jerry Jones says the Dallas Cowboys were "impacted to some degree" this offseason by the NFL's $10 million salary-cap penalty, but that it didn't prevent the team from making necessary moves during free agency.

The league sanctioned the Cowboys and the Washington Redskins in March for how they structured contracts in 2010. Both teams filed grievances with the league over the penalties, but rules prevent Jones from commenting on specifics of the team's appeal.
