Indians add Japanese reliever to 'pen

When I first read about the Indians signing Japanese reliever Masahide Kobayashi, this paragraph threw me for a small loop:

He will move into the back end of Cleveland's bullpen as a setup man for closer Joe Borowski, who led the AL with 45 saves last season. The Indians recently exercised Borowski's $4 million option for 2008.

Maybe I'm missing something here. What exactly does "a setup man" mean. I always figured "setup man" is the man who pitches before the closer, or before the man who pitches before the closer. Most teams have one real "setup man" and the luckier teams have two of them: a right-hander and a left-hander.
