Changes intended to speed building
SAO PAULO -- Brazil's lawmakers have approved changes that could reduce the amount of bureaucracy stalling construction work for the 2014 World Cup and 2016 Olympics.
The lower house of Congress voted Wednesday on a provisional measure that facilitates bidding processes for work related to both events. The measure also includes more flexible rules for work ahead of the 2013 Confederations Cup.
