Sims, the team's leading rusher the past two seasons, was arrested on Sunday morning on charges of operating a vehicle under the influence and released on bail shortly after.
"Every player on our team knows and understands our rules and regulations," Kansas coach Charlie Weis said in a release. "They also know the consequences for violations."
Sims rushed for 1,469 yards and 18 touchdowns over the 2010 and 2011 seasons.
In January, shortly after replacing Turner Gill as Jayhawks coach, Weis dismissed 10 players from the team, including running back Darrian Miller, a highly-recruited freshman from the Kansas City area who was second on the team in 2011 with 559 yards rushing.
