Billingsley, whose move was retroactive to July 8, is 4-9 with a 4.30 ERA in 18 starts this season. He's eligible to return from the DL on July 23 and is expected to start that day.
"I'll probably throw bullpen Friday, and I'm looking to start on Monday," Billingsley said. "So I'll just be missing one start. You never want to miss a start, but you have to sometimes. It's for the best."
Dodgers manager Don Mattingly confirmed Billingsley would start Monday in St. Louis against the Cardinals and would be throwing until then.
"He's basically missing a turn," Mattingly said. "He'll be ready for St. Louis on Monday. We were just being cautious and we didn't feel like we could send him out there without getting his elbow looked at. It was more us than him."
Fife, who will be making his major league debut, is 7-5 with a 4.53 ERA in 18 starts with Triple-A Albuquerque this season. Fife is 4-1 with a 2.78 ERA since May 30, the fifth-lowest ERA in the Pacific Coast League during that span. Fife last pitched on July 6 against Round Rock, allowing just two hits in seven scoreless innings in the Isotopes' 10-1 win.
The 6-foot-3, 220-pound Fife was acquired by the Dodgers in a four-player trade with Boston at the 2011 trade deadline and was originally selected by Boston in the third round of the 2008 draft.
