Regardless of whether you like the Washington Redskins' signing of DeSean Jackson, the fact they could do it is significant.

In 2012 and 2013, the Redskins were penalized $36 million of cap room for overspending with contracts in an uncapped year, a penalty I still struggle to understand. They haven't been the only NFC East team with cap issues.
