John Harbaugh unhappy with late flag
Suggs knocked EJ Manuel to the ground after the Bills rookie quarterback didn't immediately take a knee. Manuel backpedalled and tried to burn more time when he was hit by Suggs, which caused Manuel's helmet to come off.
Harbaugh said he didn't get a good explanation from referee Jerome Boger, who also officiated the Ravens' Super Bowl win in February.
"I think the quarterback is responsible for taking a knee there. He's got to get his knee down," Harbaugh said after the game. "He should do it more quickly and not burn more time off the clock. That is something we hear from the league all the time. His knee was not on the ground. I'm just disappointed that Terrell wasn't able to cause a fumble there. He definitely did the right thing in that situation."
According to Suggs, Boger told him that the officials have to err on the side of safety.
"He said, 'The thing was that his helmet came off.' Anytime a quarterback's helmet comes off, he's got to look at it," Suggs said. "He decided to make the call. I can't whine about it. It's whatever."
