Woods suffered a high ankle sprain two weeks ago and did not play in a loss to the Pittsburgh Steelers on Sunday. Marrone said Monday that he was "leaning" toward sitting Woods another game, which he confirmed Wednesday.
"I'm not going to string you along during the week," Marrone said. "Robert's not playing."
Meanwhile, the Bills could be without their other top receiver, Stevie Johnson, who did not practice Wednesday.
"Stevie's working hard on the rehabilitation," Marrone said. "He wants to see how it feels later on, and then he's going to see how it feels to go."
Asked if Johnson would be a game-time decision, Marrone said, "I don't know."
However, quarterback EJ Manuel hinted earlier Wednesday that the Bills may already have a good read on Johnson's status.
"We have a good idea of who's going to be out there," Manuel said. "They practiced today, and they all did a great job."
