He's a reliever, and their system was fairly deep. I don't rate relievers highly because their ultimate impact isn't that high. If you look at my top 10 for a team and see four relievers, that's not a real good sign.

Yes, the Giants can catch them, but I'm not saying they definitely will. If the Padres had added a starter, it would have helped significantly because much of their bubble is/was built on overachieving starters ... but who was out there? I know they just kicked the tires on Maholm, but it's not like he's any better than what they roll out there.

Keith, your thoughts on the Mariners/Rangers debacle regarding Josh Lueke? If the Rangers withheld information then that is wrong but to me I can't understand for the life of me how the Mariners can pass the blame on this one. Background checks are a normal part of business, every business I know (mine included) performs them. And we aren't hiring high-profile athletes whose information is readily available on the net. If I was Jack Zduriencik I would be embarassed for not doing my due diligence, especially considering he has admitted that they knew the kid did have a criminal record. How do you not do your homework on your biggest deal of the year?

"Lost cause" is too strong, but I have always disliked the swing and thought he'd end up in LF. But a guy with that track record can't just be written off after one disappointing year.

O'Dowd has now failed to trade 3 players (Baker, Atkins, Hawpe) when their value was high, preferring to allow them to decline to the point where they had zero value. I have read a lot about Jean Segura on sites like BA and BP. Does he project to be a Brian Roberts type player? Or is he a non-prospect in your eyes?

I wrote about Segura in March, I think - quick bat, short to the ball, can run a little (not a burner), but shaky at 2b now and not very selective at the plate. Definitely a prospect, top 10 in that system, but I see a lot of work ahead of him, things that are not a guarantee to improve with age and experience.

Heard he's hit 95 this year. I don't want to read too much into 20 starts, but he looks like a potential mid-rotation starter. That Greenville rotation is pretty good with him, Pressly, and Ruiz.

Probably, although the voters did get it right with Greinke last year. The voting pool on each award is different each year, so you never really know until the results are out.

You consistently say that pitchers aren't throwing 100 mph as reported by speed guns (see Zumaya, Joel). Even if Chapman didn't throw 105, would you at least concede 103?

I believe he can touch 102, at least. 105 is beyond credibility. Here's the problem with these reported readings, even beyond the TV/scoreboard gun silliness: If you line up ten scouts behind the plate with ten guns, you will not get the same reading on all guns on one pitch. Say the pitch is actually 95 mph. One or two will come up blank, or read "113" or something. Someone will get 97. Someone will get 92 or 93. Maybe five will get 95. We all look around at each others' guns to verify what we got, just to make sure we're not running "hot" or "cold." But if someone sees that 97, that will be repeated much more than the 95, because it's more interesting.

Hip rotation, weight transfer, loft in the swing path, and bat speed, in roughly that order.

It seems like when the White Sox drafted Chris Sale, he wasn't viewed as a "high ceiling" guy. A 6'6" lefty who hits 99 with a devastating slider isn't a high ceiling guy? Thoughts?

Again with the crazy gun readings. I've seen Sale, talked to scouts who've seen him, nothing over 95-96 and from a low slot with a plus change, not a "devastating slider."

Re: Chapman pitch speed. Pitch F/x had him at 103.9 last night. How accurate is pitch F/x on pitch speed?

Very accurate, but the scale is shifted up about 1 mph over Stalker guns. It's internally consistent, which is what matters most.

He really doesn't remind me of anyone in the big leagues, which isn't a great thing - you'd like at least some rough model for him. But that doesn't mean he can't be a very successful big leaguer; I just still see the same problems hitting LHP and playing 3b.

You have said before that you never had Chapman above 100 on the gun, so are these 103-105 numbers bunk? Or, did he gain velo by working on his delivery?

I saw Chapman in March after a long layoff - not necessarily peak, midseason velocity. If I see someone hit 98 in spring training you could easily see him hitting 100 two months later. And, in Chapman's case, I had a note from a longtime scout who saw him hit 101 in the WBC the year before.

What does it mean when a draftee signs a "major league contract" but then are assigned to a minor league team? How does that differ from a draftee who signs without a major league deal?

It means he's on the 40-man roster, and assigning him to the minors requires the use of one option (one per year, that is). A minor league deal means the player doesn't have to go on the 40-man for three or four years, depending on his age, and can be assigned to any minor league club without the use of an option.

I think MLB will look at expansion once the economy is stronger. The recipient cities will be whoever's willing to build a stadium and gift it on the new owners.

i know you've been a Posey supporter for NL ROY, but has Heyward caught up to and passed him at this point? they have virtually identical OPS's and Heyward is, amazingly, 4th in the NL in OBP. plus Heyward has 100 ABs more than Posey. i no longer see a good case for Posey.

The case for Posey is that he's playing a tougher position and playing it well; his WAR (FG version) is almost a win below Heyward's, but their WAR figures don't include defense for catchers. I'd vote for Heyward today, but I wouldn't dispute Posey.

How do most teams decide on who to send to the AFL? Is it not something top tier prospects tend to go to? For instance the Rangers sent a middle reliever type in Flores, but a high upside top prospect in Engel Beltre. Strange mix it seems.

It's a mix. Each team will be asked to send at least one specific position (a catcher or a shortstop, usually) and to send a certain number of pitchers. Then some teams use it for development reasons, to expose a guy to better competition, to have him work with a certain coach, or to get him extra playing time (e.g., because he was hurt, like Iglesias). Some teams use it to showcase guys for trade, or evaluate players on the 40-man/rule 5 bubble. Some teams clearly don't care about the AFL and send dreck.

Some baseball talking heads said that Strasburg has terrible mechanics (i.e. "inverted W" pitching motion) while others said his mechanics were fine. Which one is it?

The latter far more than the former. I pointed out when he was drafted - and this was not in any way a prediction of the eventual injury - that the handful of guys we've seen go from upper-80s to mid- to upper-90s inside of a year have mostly, if not all, blown out. My theory is that ligaments/tendons that have gradually developed to the point where they can sustain the motion and arm speed of a fringe-average fastball can't handle the sudden jump to a plus one. But I am not a doctor or a kinesiologist and this is just a theory of mine.

Right, but Prior's delivery was different, he blew out his shoulder, and I know several people in the game who think his shoulder problem was a combination of the collision with Giles and getting worked like a rented mule down the stretch in '03.

I might still vote for him as AL ROY if I had that ballot. I certainly believe in his long-term value far more than I believe in Austin Jackson's, and the AL East is a brutal place to pitch, especially if you don't get to face the division's worst lineup. I'll say he's an ace in 2012 or 2013, with modest improvements next year.

Yes. Just hoping he regains his running speed. Might still be their top prospect if you discount Sale (because he's in the majors).

Yes, but I've become less convinced over the years that it would put a serious dent in the revenue-generating power of the Yanks and Mets. I like it more as an opportunity for MLB to reach an underserved market - but I also see the Austin/San Antonio area in that light. Vegas doesn't work for me - demographics are not favorable.
