Gary Bettman Our question is who deserves the instigator penalty here?

NHL owners and players failed to make the necessary progress in last-minute collective-bargaining negotiations, leading to Gary Bettman's announcement that the league is canceling the remainder of the 2004-05 regular season and playoffs. There will be no hockey season.
