Was Jay Cutler the offseason's best acquisition?

There were plenty of big moves made this NFL offseason. Jay Cutler got out of Denver and headed to Chicago. Albert Haynesworth moved to Washington after seven seasons in Tennessee. And of course everyone's favorite wide receiver, Terrell Owens, found a new home in Buffalo after being released by Dallas.
