Rosol made quick work of things, winning in in 67 minutes and converting four of his nine break points in a clay-court final between two unseeded players.
Rosol is ranked No. 48 and defeated three seeded players on his way to the final. Among them was three-time champion Gilles Simon of France in the semifinals. Rosol saved all eight break points he faced to end Simon's 16-match winning streak in Bucharest.
Garcia-Lopez struggled to keep up with Rosol a day after defeating 2011 champion Florian Mayer in three sets to make the final.
